A surprising amount of this is free. Knowing exactly where free stops is what saves you money.
County records
Deeds and tax records are public, and most counties publish them online. You can establish who owns a property, when it was bought and whether a mortgage was recorded, without paying anybody.
The cost is time, and it does not scale: doing this by hand for every owner within a few miles of one house is a day you probably do not have.
